Actions to take on events for watcher #105

This spike probably covers:

Figure out as many smart contracts events as possible. We can refer to #106
Based on the events defined, what are actions to take on events?
Should it point to template from env?
Or it only allows from code/app initialization?
This involves interoperability among smart contracts, blockchain watcher, and dispute backend.

Based on the results of this spike, we will creates new issues accordingly.

I think this one is related to #106. We need to know the list of events to watch before we can decide what action to take for each event, respectively.

To decide how generic and how configurable we want watcher to be. It's more of a architecture question.
