Related to issue: #123 - A new mapping will be added to record the last time that a staker has withdrawn rewards.

A default wait time will be added to ensure that stakers wait a certain time before withdrawing their rewards
Checking will be added to withdrawals to make sure timestamps allow for withdrawal and update timestamps after withdrawals
