As a buyer or merchant, I want to use a shortened evidence link in order to reduce my transaction gas costs

Acceptance Criteria

[ ] Evidence uploaded to Solomon server has a short link automatically generated and returned in the API response
[ ] A short link can be generated when the user wants to submit an external evidence link

Notes

We have a link shortener that could be deployed as-is and used, or we could build a basic version into the new API project
