error on showing special chars over admin area - Fixed with meta

What steps will reproduce the problem?
1. Browse admin with internet explorer

What is the expected output? What do you see instead?
special characters such as  ñ (spanish letter) weren't displayed properly

What version of the product are you using? On what operating system?
trunk version, ubuntu linux

For solving this issue add this line:
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />

inside /admin/view/scripts/index/index.phtml
