sometimes when add a new map, minimum and maximum map offset shown as "+1" and on screen you see only "loading" #127

What steps will reproduce the problem?

What is the expected output? What do you see instead?
When I add a new map in sqlitedb format, I see only "loading" on screen tiles. 
On right corner of screen, I see "off +1"

What version of the product are you using? On what operating system?
This problem produced after version 0.8.10. I tested 0.8.12 to 0.9.0
In 0.8.9, I don't see this problem.

Please provide any additional information below.

RMAPS is now practically unusable for me due to this issue.
Tried sqlitedb files which all used to work, now they don't
Tried various revisions of RMAPS but all behave similarly.
Tried various folder locations, on & off sd card all behave similarly.
Running SGS4 Android 4.4.2
also Samsung Note 10.1 with Android 4.4.2
But SGS2 Android 4.1.2 works ok !
I think it's possibly related to the Android revision 4.4.2.

To support user sqlitedb maps is the directory is changed to 
/storage/emulated/0/rmaps/cache

Place user maps in this cache folder & then rmaps will appropriately display 
them.  Seems to be an issue with folder permissions TBC.

At least this known issue & workaround gets me by, I can't seem to use my 
sdcard, whilst other mapping apps such as mmtracker work fine with the sdcard.

Tested on SGS4 with 4.4.2 & RMaps v.0.9.4.
Would like a fix as I need this for off piste cycling in South America.
