Force uppercase on postal code when creating a Place #53

When creating a Place, we should force uppercase on the postal code field. It would make the data render under the same structure.

Note: but we probably should normalize it in controller rather than validation not to annoy users. Would also need a command on the side to normalize old entries.

It's possible to normalize data since yesterday, but it's a paid service. Said service makes postal code upper case, if anything! :)
