Add "Ongoing" status to the projectpsm.org dashboard #1041

This is a re-working of the changes in the psm-dashboard repo PR #28 now that the files are located in two different repos. The front-end changes are here, while the other changes are in PR # 34 in the psm-dashboard repo.

Quoting from psm-dashboard PR #28 :

Adds the "Ongoing" status from the spreadsheet to the dashboard by defaulting to any value specified in the "Status" column before attempting to set the status for a feature. [...] Updates the feature data with the most recent information and "Ongoing" status. [...]
