This preparatory work was never built upon, and I put off getting it merged until the fix it was to support was prioritized again. It's probably useful in the meantime, though!
If this is a good improvement, please merge it! If it's not, please close it! I'm afraid I likely won't have the time to do either.
You should probably also check that you can still create a new user from the login page; I haven't tested that.
