Specify OSes and browsers we support #298

Issues like #265 will be easier if we know which browsers & versions we commit to supporting.

So what should we support? Latest Chrome and Firefox? What about IE? @kfogel, your thoughts please.

My guess is a lot of state workers still have to use IE.

I presume there's some kind of standard that we should meet? Something from CMS or MITA, perhaps?

I'd also like clarity on whether we support any mobile OSes. I do think it would be good for the PSM to work reasonably well on tablets, because some of our provider enrollees (e.g. home health aides) will be people for whom tablets are the most full-featured computers they can regularly use, in my opinion.
