Split External Data Sources To It's Own Repo #885

We need external data sources to live on it's own and be its own process and stack.

Done in this commit.

It was a purely housekeeping commit, not functional, so I didn't peer review it.

We need to update documentation to point to the new repository. In particular, we refer to the LEIE in docs/ICD.md and docs/TESTING.md.

We should probably also move scripts/download_leie_csv.py to the new repo, and update scripts/make-zip-of-documents.sh (how?).

Dammit, I should have peer reviewed this after all. Alright, those tasks are on me.
