When a user has a suspended account, it looks identical to them having forgotten their username or password, and so the same UI is presented. That may need to change to make use of this exceptional case to present a different UI.
There should be some discussion around what exactly that UI should look like, and what information should be presented to the user about why they couldn't login. It may be best to continue along how the application works now, obfuscating the reason for the failure.
