At least with python 3.11, netifaces isn't compatible anymore. This project is dead and replaced by netifaces2. So this is an update (and needed adaptations) to it, and a whole dependancies update

Thanks for the PR !

The goal of this PR is mostly about netifaces, could you rebase on master and make sure this PR only replaces netifaces?

Upgrading to pynetbox v7 requires more work (see https://github.com/Solvik/netbox-agent/pull/277) And upgrading to more recent jsonargparse requires further work (see https://github.com/Solvik/netbox-agent/issues/275)
