Clean up TODO section in package vignette (Get Started) #22

There is a TODO in the package vignette:

now that there actually is a vignette on the package themes and color schemes, this can be completed
we can vignette("themes-and-palettes") in this vignette to hyperlink the two vignettes, and close this loop/TODO.
