Vanilla mobs Don't really spawn #48

It seems that the vanilla mobs (aside from zombified piglins) don't spawn in any of the modded biomes often. It also seems that the skulls spawn way too much (once found 7 in one area), so maybe they're spawning so much it's not allowing other mobs to spawn in?

Skulls are an issue in both Fabric and Forge.
