updated CSP to laravel-csp + language

Added laravel-csp lib. for nonces still a few deficiencies:

the CSP violations are the following pages:

• login page (inline JS -- appears to be bootstrap but doesn't work with templates for nonces)
• billing page (style-src violation -- script uses an inline style + template variable to draw a data usage bar)
• my details page (two script-src violations from inline scripts that are loaded by js-validation library inline)

watchtower commented out in docker-compose.yml
