Bring up redragon k552 v2 (ISO-German)

Description

I just recenlty got myself a Redragon K552v2 (ISO German) and wanted it to run on a somewhat recent QMK with VIA. So I did this "backport" and also added a VIA keymap.

I didn't receive my desired switches, yet so I haven't tested it TOO exentsively, but I did some kind of "smoke test" and everything looked fine for me (including reboot to bootloader. e.g.).

If I missed anything or you want me to change/fix things, just go ahead and tell me.

PS: I also do have the required VIA adjustments ready locally but that needs some more testing before it want to create a PR for it (there is a hosted version on my private server that I could share via PM).
