When can you upgrade your quarry and lumberjack to level 4?

Ok so I will be making a tutorial to everything so far over the weekend, but I will explain this part now. To get electricity you need to have 100 metal and then build a dam in the water. Once you do this you start generating electricity. Once you have 100 electricity you unlock the level 4 upgrades. Once you get a level 4 quarry or lumberjack then you can have the different factory upgrades. You can close this Issue when you see it or I will in about a day.

If this is the case, then you should really make it harder to unlock the next maps because right now I can pass any level without ever having to upgrade to a level 4 quarry or lumberjack.
