Debug/Polish CacheControl settings for static website.
I think the regexps are wrong and not matching the .js etc files
Look carefully at the various names
and CacheControl definitions/rules
and make sure we SET Cache-Control settings appoprirately for
WSAPI (probably some default mechanism).
