Enhance the New Polygon Set flow #43

The current flow should be improved to:

  1. User clicks new polyset, inserts a name, clicks save.
  2. Save it to server.
  3. Load the new blank set.
  4. Turn on edit mode.

Create a blank polygon set even if one is already selected. Cannot create a new polygon set when in edit mode.
