Since we're using a free service to geocode events, and don't know what rate limits we have, or have been hitting, now's a good time cache the results in a standalone db.

[x] store in diff db from rancor to preserve across db drops
[x] allow for loopback config separate from rancor
[ ] store an 'updated' value so we can prune the cache
