Add README for connect and command sample. #14

Remove unnecessary reference to aris-file-sdk directory from connect-command makefile. Remove instructions to clone aris-file-sdk from reorder-frame README now that aris-file-sdk is a submodule. I still need to port connect.c to Linux by replacing Winsock API calls with POSIX calls.
