Lifestyle 5e

This alias was the first one written and only coded to handle the ruleset available on the Chronicles Server. Rewriting should be able to harvest a lot of the previous code and add more options.

Goals

[x] Normal Rest Default; Add option to remove rest restrictions and implement gritty realism
[x] !Setup needs to be able to detect if there was a rule swap to reconfigure CCs to the new rule
[x] Consider using more CVARS and JSONS?
[x] !lifestyle integrate <yes/no> to turn on Downtime Tracking in other alias'
[x] Integrate with Coins
[x] Have price reductions / discounts for backgrounds
[x] Help Files
