metric: river km along StreamName #12

distance of selected point(s) from downstream endpoint of the StreamName (this could be another attribute, but let's start with this). If there is no Streamname (no GNISID), then this could be to the next node downstream?

Is this something that should come out of the profiler tool?

@KellyMWhitehead could be. We don't have a repo for it yet though. We need to decide whether or not pyGNAT and the profiler will consume from the same engine filled with common and useful algorithms and scripts. @philipbaileynar and I will discuss architecture more next week.
