Refactor Build Network tool to incorporate error finding, multiple tabs #32

The Build Network tool needs to be refactored so that there are multiple tabs, instead of individual tools/icons, etc.

I've decided to have separate tools instead of one tool with multiple tabs. So instead of a Build Network tool with three tabs, there will be two separate tools:
