Add ability to store a user's birthday

The bot should:

Store a user's birthday when they say "Crispy, My birthday is ..." or "Crispy, [user]'s birthday is ..."
Say "Happy birthday, [user]!" in the lounge at 9 AM on the user's birthday. -- If multiple users have the same birthday, only one message should be sent to the channel with those users' handles in it.
Add birthday karma to each user with a birthday that day.

Open question(s):

[x] Should we limit birthday alerts to only occur on weekdays and if someone's birthday occurs on the weekend, perform their birthday alert on the Friday directly before?

This would be pretty low priority, but it should also be pretty simple to implement.

I think we should only send alerts on workdays, so on daily checks for birthdays, check for a holiday or weekend day in the near future.
