Suggest people who post .txt files to use pastebin or other service #164

People use to post their errors or code in a .txt file, which is kind of annoying; So, make CJ look for messages that include a .txt file, and reply to them to use pastebin or other text hosting service like https://paste.ofcode.org.
This should only apply to development related channels, so currently, #pawn-scripting and #software-dev channels.

You could even download the file and upload it to Pastebin (or similar) automatically!

But yes I do agree, the file uploads are annoying - discord does it automatically for messages longer than 2000 characters.

I have thought of auto uploading it, or even typing it (if it's not really a long message), also detecting if it's kind of code block or errors. However, people might send insults or whatever and use this for bad purposes! Which moderation can ban, but still, to avoid it.

However, auto uploading to pastebin would be cool, and posting the link too of course.
