The bulk of this merge is just a codebase re-org but hopefully some minor features/fixes can land before this is released.

untangled package context from rook package (#409) - this pulls apart the Package Context concept from "rook" into its own package.
ignore test output (#410)
attempt to fix the token for releases - this probably won't work
exported RunPrepare so it can be used externally - this was mainly for the runner in scavenge and survive
