Make apiServerLoadBalancer configurable in OpenStackClusterTemplate #28

Describe the solution you'd like Not every Openstack has an own LoadBalancer API, we currently have spec.template.spec.apiServerLoadBalancer.enabled hardcoded to true

Anything else you would like to add: Would be greate to have this configurable instead creating own Cluster Stacks for this
