Create decent user experience for operators of candidate subjects for certification #212

(Disclaimer: issue title is not perfect, I know...)

Problem: at the moment, you have to dig to find out what you need to do to become KaaS or IaaS certified. The information is there, but it is distributed and not easy to find.

UPDATE: There are some recent improvements (new implementation notes) in the standards repository which should be considered: https://github.com/SovereignCloudStack/standards/pull/631 (already merged) and https://github.com/SovereignCloudStack/standards/pull/643 (work in progress).

Indeed very good. In the sense of diataxis, this would be the format of a how-to guide.

Processes shall be made "fool-proof". That is, it should be really simple to obtain the first report on the candidate subject, and the report should ideally be actionable as far as possible (it need not be an executable shell script :wink:). Thanks to input from @neuroserve.
