Kubernetes-powered runtime for vertical services on management plane

It has established that instead of bundling each vertical service as roles within OSISM, that OSISM should much rather ship a runtime environment on the management plane so that vertical services can be easily deployed to the management plane and be run in HA. The consensus is that kubernetes is the best fit for this.

Status 2023-08-09:

• k8s is being rolled out (with k3s) on management/control plane in testbed
• opt-in for physical deployment (in provider-specific config repo)
  • global defaults (overriding upstream defaults) are being implemented currently (https://github.com/osism/issues/issues/639), merging ini files (and others TBD ...)

• 249 still to be done

  • k8s-capi has already been demonstrated (manually deployed)

• 371 still to be done

  • k8s-core from yaook/ALASCA also still under consideration (medium-term project)
