Implement the ability to use TLS between rabbitmq and HAProxy for UI

As an SCS Operator, I want communication between HAProxy and rabbitMQ for UI to be encrypted using TLS so that all communication is E2E encrypted.

Definition of Ready:

• [ ] Acceptance criteria are clear and understood by the whole team

Definition of Done:

• [ ] It is possible to use a flag in the ansible kolla to setup HAProxy and rabbitMQ so that it is secured using TLS.
• [ ] All acceptance criteria are met
• [ ] Changes have been reviewed
• [ ] CI tests have run successfully
• [ ] Documentation has been updated
• [ ] Release Notes have been updated
