[Central API, POC] Create "SCS Cluster" XRD with composites for ClusterAPI "Clusters" and Gardener Shoots #608

Build POC that is able to create a CAPI cluster as well as a Gardener cluster/shoot from the same XRD claim.

Created this issue according to SIG discussions today.
