Create technical concept for cloud interconnectivity

As an SCS Developer, I want a technical concept designed so that I know how to implement it.

Tasks:

[x] Research of BGPVPN Service Plugin and other drivers and backends
[x] OVN BGP Agent architecture and how it works, different drivers and watchers
[x] BGP vs EVPN Driver, pros and cons
[x] Research possible scenarios how cloud interconnect happens
[x] BGP/FRR deployment and configuration to advertise routes to tenant networks and routers
[ ] How it works combining all components

Status:

Document the technical concept for cloud interconnectivity, include work done by @akafazov and @ignatov17 in the ovn_bgp_evpn.md document, PR#51
Adopt the upstream WIP efforts to integrate OVN BGP agent and networking BGPVPN into kolla-ansible
- kolla-ansible needed fixes and updates are tracked here
- kolla fixes and updates are tracked here
- updates for kolla-builder needed to deploy the PoC cases
Create PoC deployments and document them in ovn_bgp_evpn_deployments.md
- @MatusJenca2 created and documented working PoC deployment of interconnected instances with nodes on the same network with Southbound driver for OVN BGP agent
- deployment using EVPN driver to interconnect instances on different networks is work in progress
