Create technical concept for cloud interconnectivity

As an SCS Developer, I want a technical concept designed so that I know how to implement it.

Tasks:

• [x] Research of BGPVPN Service Plugin and other drivers and backends
• [x] OVN BGP Agent architecture and how it works, different drivers and watchers
• [x] BGP vs EVPN Driver, pros and cons
• [x] Research possible scenarios how cloud interconnect happens
• [x] BGP/FRR deployment and configuration to advertise routes to tenant networks and routers
• [ ] How it works combining all components

Definition of Ready:

• [ ] User Story is small enough to be finished within one sprint
• [ ] User Story is clear and understood by the whole team
• [ ] Acceptance criteria are defined
• [ ] Acceptance criteria are clear and understood by the whole team

Definition of Done:

• [ ] Design record is created
• [ ] All acceptance criteria are met
• [ ] Changes have been reviewed
• [ ] CI tests have run successfully
• [ ] Documentation has been updated
• [ ] Release Notes have been updated
