Development Environment for "Cloud Interconnect" development #615

Create development environment to use for "Cloud Interconnectivity" tasks in VP04 Lot 3.

As a SCS developer, I want have development environment so that I can develop and test changes for cloud interconnectivity.

[x] Create environment based on CIAB (Cloud In A Box) on Plusserver
[x] Create environment based on OSISM testbed on Plusserver
[x] Create environment based on Devstack on Plusserver
[x] Create environment based on Vagrant for local PC

Definition of Ready:

[x] User Story is small enough to be finished within one sprint
[x] User Story is clear and understood by the whole team
[x] Acceptance criteria are defined
[x] Acceptance criteria are clear and understood by the whole team

Definition of Done:

[x] All acceptance criteria are met
[x] Changes have been reviewed
[x] CI tests have run successfully
[x] Documentation has been updated
[x] Release Notes have been updated
