Remove "Proposal" state for standards #754

Use "Draft" state for the whole proposal phase and remove the unnecessary preceeding "Proposal" state for standards to steamline the process for contributors.

Emphasize that it is encouraged to present new standard proposals to the SCS community early on (even in unfinished state) and reference the community page.

Note that this change has no impact on the repository's main branch. The "Proposal" state was always exclusive to non-main branches and had to be changed before any PR merge. As such, no standard with the "Proposal" state ever entered the main branch, even before this change.
