Moderation dropdown and button appear on comment, but comment can't be modded #425

Comment was made on January 4. The moderation dropdown and button appear on the comment on January 22. Moderation was attempted but it doesn't work.

Confirmed for both editors and normal users:

<boru> Drop down is there, but I'll try modding it. One moment. <boru> Modded, but doesn't seem to have changed. <boru> And I still have 10 points.

Decide whether the cutoff needs to be 2 weeks or 30 days, and remove dropdown and button if it is impossible to moderate the comment.

That was removed on a per-comment basis because it was a significant performance hit. I'll look into getting the right timespan on a per-story basis though.
