Links point to own user on other user's submissions page #479

If I go to a user's journal page at https://soylentnews.org/~exampleuser/journal then the tab links are pointing correctly to the same user's other pages (eg. https://soylentnews.org/~exampleuser/journal/).

If I go to a user's submissions page at https://soylentnews.org/~exampleuser/submissions/ then the tab links are pointing incorrectly to my user pages (eg. https://soylentnews.org/~myuser/journal/).
