Import Settings #1

Request

As a user, I want to be able to import a settings file from the application, so that I can load settings that have been saved on my computer.

Acceptance Criteria

[ ] A button exists on the GUI that prompts to user to select a settings file from the local computer
[ ] Imported settings create a new settings profile and save it
[ ] Imported settings update the image settings to match what is in the settings file

Dependencies

[ ] #2 to know what the settings file will contain
