Add spacefed boolean

Top level flag to indicate if the hackerspace uses spacefed - a federated login scheme so that visiting hackers can use the space wifi with their home space credentials

There's a new website on its way (including the updated docs). Please don't add content until the website and all the repositories are refactored.
