3 years ago "When I change the coordinate system, the drawing is placed in a different location." This basically means that you are not using the correct coordinate reference system and therefore your map is displaced.
You can probably use one of these projected CRS https://epsg.io/?q=turkey%20kind:PROJCRS&page=1 but you need to make sure that you select the one that covers your area, as Turkey is such a big country and can have different CRS for different areas of the country. To find the appropriate one just click on every CRS and see what is the coverage in the map window on the right hand side. It is always recommended that you choose a CRS that is used by official administrative mapping services - just check what CRS official GIS data have.
To re-project the map you should right-click on the layer, select Save as and specify the new CRS.
