Those SMESs by the outer shutter shouldn't be there

  1. Needs to be fixed map-side, stacked turfs are a map bug image
  2. Is also a map issue, those SMES are there in DreamMaker in https://github.com/tgstation/tgstation/pull/34047/commits/5b2641dd8f096f7375e54680ba1c2690f949cefe image
