Pypi compatibilty #6

I wanted to manage this with pip, so I added the necessary build and config files. I did not upload this package to pypi, but it should be ready for you to do so by adding an email address to _version.py and running python setup.py publish.

If you don't care to, I'm happy to support the pypi image. I just wanted to give you the opportunity first, since it's your project.

I don't think it's really necessary to host this on Pypi as the project is for all intents and purposes dead.
