Turns out that until the issue was brought up last night with Alpha Frontier, Unciv wasn't checking to see if conditionals had been deprecated. And there's a lot of deprecated uniques/conditionals present in DeCiv Redux (and almost certainly in the DeCiv 1 spinoff as well) since the last time it was updated. This is relevant because it's drastically reducing the spawn rate of resources, among other things.
