Previously, no terrain was assigned to -0.4 ~ -0.3 temperature and 0.0 ~ 0.2 humidity.
This would occasionally cause errors at the start of a new game such as applyHumidityAndTemperature: No terrain found for temperature: -0.32439179283871306, humidity: 0.17345136836823877.
8157629385b57142755141f813dbb3771918273c assigns Badlands to the said spot, just like the vanilla ruleset.

Although not implemented in this PR, I do still like the idea of settlements gaining "[+1 Culture] for each adjacent [City center]" and would be grateful if you consider it.
