Gave the Scavenger of Children of Rust the ability to construct the Salvage site, which fits both the unit title, the ethos of the nation, and the other national unit uniques.

I don't know if the AI is smart enough to take advantage of this, but I'm willing to experiment. I'll approve this for now, and we'll all keep an eye out to see if the AI behaves properly.
