Add _linkedBy to Element annotations. Very basic right now.
Add _annotation to DifficultySettings, Tech, TechTree, MainCat, and DataLogFragment.

Merges clean and runs with no errors. Reviewing the results. The first thing I see is that _linkedby tags with only one link still have a trailing semicolon and ones with multiple links don't have spaces after the semicolon.
