pwm.wordlist.location and password.policy.checkWordlist #65

What steps will reproduce the problem?
1. set password.policy.checkWordlist to FALSE
2. set any value for pwm.wordlist.location or leave the default to wordlist.zip

What is the expected output? What do you see instead?
The password policy summary screen on the password change page display the 
Requirement_WordList property text, when it should not. Setting 
pwm.wordlist.location to blank fixes it.

What version of the product are you using?
1.5.3
