Reimplement tool settings #90

The tool settings bar was removed while I was rearranging the UIs.

Preferably it should be reimplemented as a dockable dialog. If it can be part of the same dialog as the toolbox itself, even better.

The basic stuff for this is done. Just need to add appropriate settings for the tools in Core. https://github.com/PaintDotJava/Core/issues/2

Oh, and to view the tool settings, click on the selected tool button a second time.
