Actual behaviour: not superadmin user cannot handle jndi datasource

Wanted behaviour: not superadmin user cannot insert jndi datasource but can associate to existing one

Hello. Can you clarify the credentials needed to be allowed to create/edit JNDI resources ? After upgrading from 4.1.0 to 5.1.0, none of my defined users can create a JNDI datasource on change a JDBC datasource to JNDI (the radio button is always greyed). Thanks.
