Stop migration creating empty population and matrix models #110

Issue: rows from species descriptor do not have population + matrix but the migration script creates empty ones anyway, I tried doing a quick fix but it didn't work so could you fix it @sargentfrancesca cheers 👍

check for whether matrix object actually has any data with the matrix_a_string

we'll delete them from the front end after the great migration
